Hi Alison,

What is the minimum age for someone to be placed on the National ID Database?

I am thinking in respect of children who might wish to travel with their parents, or as part of a school holiday, to parts of Europe or other parts of the world.

There is currently a high probability of a child diagnosed with Gender Dysphoria travelling to other parts of the globe in their acquired gender.

The Indentity Cards Act 2006 states:
2 Individuals entered in Register
(
    1) An entry must be made in the Register for every individual who—
      (a) is entitled to be entered in it; and
      (b) applies to be entered in it.
    (2) The individuals entitled to be entered in the Register are—
      (a) every individual who has attained the age of 16 and, without being
      excluded under subsection (3) from an entitlement to be registered, is
      residing at a place in the United Kingdom; and
      (b) every individual of a prescribed description who has resided in the
      United Kingdom or who is proposing to enter the United Kingdom.

Further, the proposed legislation The Identity Cards Act 2006 (Entitlement to be Registered)
Regulations 2009
states:
2. An individual who—
    (a) does not come within section 2(2)(a) of the 2006 Act;
    (b) has attained the age of 16;
    (c) has applied [or intends to apply] for an airside pass in relation to that individual’s employment, or proposed employment, in the United Kingdom, being employment for which such a pass is required; and
    (d) is proposing to enter the United Kingdom in connection with such employment or proposed employment,
is an individual of a description prescribed for the purposes of section 2(2)(b) of the 2006 Act.

In summary, you need to be 16 to be entitled to register.

It does answer the issue over Transgendered Children.
